Can you use wifi calling on a cruise ship. But please be aware that cellular data used on the ship or in certain ports of call will result in charges from your cell phone provider. The cruise lines provide internet service through WiFi onboard. WiFi Facetime or Skype may also be available during port stops at public hotspots like bars restaurants etc.
Any usage while on the cruise ships system probably called Cellular at Sea will result in roaming charges on your ATT bill. Stay connected during your trip abroad. On certain ships you can use the cruise lines app to send messages to others on the same ship.

This will allow you to make calls you may have to use an app like WhatsApp to do.
